Procurement

Procurement Section was established on 1st January 2007 in recognition of the need that public funds should be spend in an economic, efficient, and transparent manner.  This new section supports the implementation of a World Bank funded Public Procurement Reform project.  A Procurement Bill, Regulations, Manual and Standard Documentations have been drafted.  The Procurement Bill is anticipated to be enacted in late 2008 and core responsibilities established.

The Procurement section is also in charge of Implementing Regulatory Reform (IRR) which is an outcome of the Cost of Doing business review of the World Bank and poor performance of the Tongan economy.  Doing and starting a business in often means contending with complex regulations.  Those that apply to foreign investment are perceived as burdensome thereby deterring market entry in Tonga.
